The Timmins Police Service uses the Avigilon Control Center network video management software (NVMS) with High-Definition Stream Management™ (HDSM) technology to manage a combination of Avigilon HD 16 MP and 5 MP cameras to monitor the downtown core, busy roads and intersections, a large central park, and several key municipal buildings including sports complexes and a conservation area. The Police Service also purchased the 16 MP camera for use at community events. Two designated police officers monitor the Avigilon high-definition surveillance system from a central monitoring station and store up to 14 days of continuous video footage.

Timmins Police Service Deploys Avigilon High-Definition Surveillance System for City-wide Surveillance Initiative to Boost Community Safety

Today, law enforcement agencies around the world are adopting advanced technologies to help better protect citizens and prevent crime, and the Timmins Police Service in Timmins, Ontario is no exception. Guided by the public trust, the Timmins Police Service keeps pace with major municipalities by deploying the most advanced policing solutions in its mission to ensure the safety and security of its 40,000 residents – a mission it has embraced for more than 100 years. Recently, the Timmins Police Service deployed the Avigilon high-definition surveillance system to monitor key areas across the city to help reduce criminal behavior and ultimately, better secure its community.

Extra Eyes Assist Officers

The 86 sworn officers of the Timmins Police Service work together with the community to resolve incidents and prevent criminal behavior as effectively as possible. However, covering the entire 1,145 square mile city is a daunting task. “Because we cannot be everywhere all of the time, the Avigilon high-definition surveillance system provides us with extra eyes in high-traffic and high-crime areas to assist us in solving crime and deterring unlawful behavior in those areas,” said Randall Trebilcock, inspector of support services at the Timmins Police Service.

With funding from the Ontario Ministry of the Attorney General, the Timmins Police Service issued an RFP for a city-wide surveillance system and outlined key requirements ranging from scalability to system administration to service and support. The Timmins Police brought on SECURaGLOBE, a provider of corporate security and investigative services, who recommended Avigilon. “A city-wide surveillance system is a valuable tool for law enforcement agencies in their effort to keep the peace,” said René Beaulieu, president of SECURaGLOBE. “We recommended the Avigilon high-definition surveillance system because it delivers superior image quality, advanced management features, reliability, and scalability in a cost-effective solution.” The Timmins Police Service has been very pleased with Beaulieu’s recommendation to use the Avigilon solution. “The product and service that we received from Avigilon were of a very high standard,” said John Gauthier, Chief of Police at the Timmins Police Service. “The representatives are very knowledgeable and were a pleasure to work with. One word comes to mind when thinking of this company... excellence.”


City-wide Surveillance

“With plans to expand the surveillance system to other municipal departments including City Hall, Timmins Transit, the water treatment plant, and the Golden Manor nursing home, one of our top requirements for the new surveillance system was that it utilize the city’s existing fibre network,” explained Trebilcock. The Timmins Police Service has installed a combination of Avigilon HD 16 MP and 5 MP cameras in key areas on the city’s network to cover the main shopping malls, downtown core, busiest roads and intersections, a large central park, and several key municipal buildings including several sports complexes and conservation area. Trebilcock is very impressed with the power of the Avigilon HD 16 MP camera, stating “we installed an Avigilon HD 16 MP camera on an 80 foot pole at the Whitney Arena and can zoom in to capture the license plates of cars in the parking lot at the Porcupine Mall, which is a half a mile out.” The Police Service also purchased the 16 MP camera for use at community events. Two designated police officers manage the Avigilon high-definition surveillance system using the Avigilon Control Center software with HDSM from a central monitoring station and store up to 14 days of continuous video footage on five servers.

Evidence Enhances Investigations

“The advanced search and playback features of the Avigilon Control Center software have dramatically enhanced our investigations, delivering indisputable evidence to resolve incidents quickly and effectively,” commented Trebilcock, who added that the Avigilon Control Center software is so user-friendly that even he – a self-proclaimed technophobe – was able to find footage of an accident without any prior experience. “I identified the incident, which occurred a week before, and zoomed in from a wide field of view to capture the required detail in just a couple of minutes.” In another case, the Avigilon high-definition surveillance system was used to capture evidence of an assault and robbery that occurred downtown. “Combined with the victim’s description, the video footage of the area in question helped us quickly identify and arrest the perpetrators.” In fact, the case was wrapped up in less than a week – an investigation that would have previously taken several weeks.

Gaining Public Trust

With access to indisputable evidence, the Timmins Police Service expects to achieve a higher conviction rate and reduce the time – and costs – required by the Court to prepare for criminal prosecution. “Avigilon delivers irrefutable evidence that cuts down our investigation time, the court’s time, and will lead to more guilty pleas,” said Trebilcock. Accountable to the public, the Timmins Police Service is also compelled to make the most cost-effective choices when launching new initiatives, such as the city-wide surveillance system. “Paid for in part by taxpayers’ dollars, we wanted a surveillance system that would deliver the most bang for the buck,” concluded Trebilcock. “For the one-time annual cost of three full-time police officers, we were able to invest in a high quality, reliable, scalable, and network-compatible high-definition surveillance system that monitors a far greater area than humanly possible.”
